Technical acceptance of a construction in order to subscribe a ten year insurance

Why opt for the decennial / biennial warranty insurance?

It is a warranty which, as its name indicates, is valid for 10 years from the date of delivery of the work. Its role is to guarantee the delivered real estate constructions against the defects and the faults which can compromise their solidity. It mainly concerns the structural works of the construction. In this case, the stairs, frames, ceilings, pipes, etc.. The biennial insurance covers the mobile or easily removable elements of a building.

Why do I need to use a control office if I want to take out a ten-year insurance policy?

The insurers covering the financial consequences of the decennial and biennial responsibilities, impose for this coverage a control of the design and execution of the works by a control office that they approve.

Is a ten-year insurance policy mandatory?

No, it is not mandatory, it is a voluntary approach which allows, among other things, the project owner to remain insured for work carried out under the responsibility of a contractor who has gone bankrupt or no longer exists on the Luxembourg market.

Even if I don't want to take out an insurance policy, how would I benefit from taking out a technical inspection for my construction site?

Due to its preventive nature, the technical control allows to reduce the risk of disaster and to avoid the majority of the potential damages inherent to any construction. Moreover, it allows to keep the possibility of taking out a decennial insurance policy after the completion of the work.

Quality control on concrete according to EN 206

For any construction of concrete structures in the public sector, the requirements according to DNA EN 206-1 are applicable.

The DNA EN 206 or Document National d’Application luxembourgeois is the application of the European standard EN 206 "Concrete" in Luxembourg and applies to concrete for cast-in-place structures, precast structures, precast structural elements for buildings and civil engineering structures.

Architectural acoustics aims at understanding and controlling the sound quality within buildings. Our experience and our collaboration for many years with project managers, architects and companies, allows the Acoustics and Vibrations service (ACV) to propose effective, integrated and customized acoustic solutions, in order to meet the regulatory requirements.

Blower Door Test - Test for air tightness of buildings

The blower-door test allows to measure the quantity of air entering a building and to locate the air leaks. Thanks to this test, we can know the quantity of air which enters the habitat apart from the ventilation systems and know the places to be sealed to remove the parasitic air infiltrations.

To do this, it is sufficient to artificially create - with the help of a dedicated fan - a pressure difference between the inside and outside of the tested room.

This test is mandatory to determine if a building is passive or low energy.

The blower-door test is also used to locate air leaks.

Energy certificate

The regulation on the energy performance of mixed or residential buildings has introduced minimum requirements and the principle of classifying buildings into energy efficiency categories.
In order to quantify the compliance of a building with these requirements, an energy performance certificate must be issued for the entire building in question.

The Energy Performance Certificate provides clear and precise information on the energy performance of the building. It is issued by experts approved by the Ministère de l’Economie et du Commerce Extérieur and sets out measures whose implementation will optimize energy consumption and consequently reduce the energy bill. The energy performance certificate will inevitably be the first step towards an energy renovation. It also provides information on the harmful emissions emitted by the building's energy consumption.

It provides energy performance classes for buildings from A (the best class) to I (the worst).
It must be communicated for information to potential buyers or tenants. The aim is to encourage (former) owners to invest in energy performance improvements through market mechanisms, with the new tenant or owner making energy performance (and therefore heating costs) a criterion in the decision to rent or buy.

Assessment of energy losses with infrared scan

The infrared camera allows you to visualize the airtightness of a building. Indeed, used in parallel with the Blower Door, the camera highlights cold air infiltrations when the Blower Door is used to create a depression in the house.

It also makes it possible to locate the places of a building (or one of its facades) which can present insulation defects, i.e. the places where the heat of the building is lost by transmission through the walls (walls or windows). 

This visualization is possible thanks to different colored zones that delimit the zones of the same temperature. Each color represents a temperature and degrades according to its variations.

The main advantage of infrared thermography is its non-intrusive character. Indeed, it is part of the non-destructive testing techniques and can be performed on installations in service.

It can be used for different purposes: fire prevention control, maintenance and servicing, leak detection, insulation verification, quality control...
